found this old post card of CPC. Any idea what year it would have been? German or Russian troops?

I served in Berlin (1976-78) with the RMP,I did "Check Point Charlie". I would suggest the still photograph is early 60 is'. The uniform, from the "cut" appears to be VOPO, that is East German.

I agree with Whitehorse.

The car looks like a Merc of early 60s vintage.

The uniform looks too smart to be Russian.
