In the attached letter the Minister (Armed Forces), Mr Nick Harvey MP, has stated that as a consequence of the UK Strategic Defence and Security Review and the Prime Minister’s announcement to accelerate rebasing from Germany, a series of Preliminary Army Moves is to occur in the context of MOD Planning Round measures and in support of the overall Defence Rebasing Programme. These preliminary moves are made possible due to the identification of early rebasing opportunities in the UK, and I wish to explain the effects that they will have on our basing footprint in Germany.
As you will already be aware, in Celle, 2nd Battalion the Royal Regiment of Fusiliers will move to Cyprus in July 2012 as planned and the unit due to replace it in Trenchard Barracks will now move from Cyprus to UK. Trenchard Barracks in Celle will no longer be required by the British Army, and we will hand the barracks to the Federal authorities by early 2013. We will, for the time being, retain a number of the Federal Service Families Accommodation (or married quarters) in Celle for use by personnel working in Bergen-Hohne. Sadly, the British military association with Münster will come to an end earlier than initially planned, in fact now it will be in 2014. In York Barracks Münster, 8 Regiment Royal Logistic Corps will disband in summer 2012, and in a similar timeframe 1 Medical Regiment will move to Bergen- Hohne to join its sister Regiment (2 Medical Regiment). In Oxford Barracks, when 1st Battalion The Yorkshire Regiment moves to Cyprus in summer 2013, it will not be replaced in Münster. We will therefore take this presented opportunity to hand back to the Federal authorities by the early part of 2014, both York and Oxford Barracks and the families accommodation that we currently occupy in the city. In the Münsterland we will however retain the storage depot at Dülmen. In Bielefeld, 7 Regiment Royal Logistic Corps will move from Catterick Barracks to UK by summer 2013. The Headquarters of 24 Regiment Royal Logistic Corps will disband in a similar timeframe; however, the squadrons of the regiment will remain in Germany for the foreseeable future and will come under command of 29 Regiment Royal Logistic Corps in UK. From summer 2013, Catterick Barracks will become the base for the 2* Germany administrative headquarters entitled HQ British Forces Germany (HQ BFG) that will assume the current responsibilities of HQ United Kingdom Support Command and the Germany Support Group. The overall number of British troops in Bielefeld will reduce, but we intend to retain a significant military presence in the city for the foreseeable future. These moves will enable us to close and handback the Rheindahlen Military Complex (RMC) as explained below. As part of a routine realignment of forces that we have been planning to complete for some time, 43 Squadron Royal Logistic Corps will move in early 2012 from Princess Royal Barracks Gütersloh to UK where it will rejoin its parent regiment, 12 Logistic Support Regiment, and prepare for an Op HERRICK tour of Afghanistan. This will result in a small reduction in our forces in Princess Royal Barracks Gütersloh and will allow us to rebalance our forces between Bielefeld and Gütersloh to better provide for HQ BFG. Our plans for the RMC at Joint Headquarters Mönchengladbach remain as previously notified; HQ UKSC and the GSG will transform into HQ BFG under my command as the General Officer Commanding BFG, and will move in summer 2013 to accommodation in Catterick Bks Bielefeld following refurbishment work to make the barracks suitable for a large headquarters. Together with other changes, this will allow the closure and handback of the RMC and families accommodation in Mönchengladbach to the Federal authorities by the early part of 2014, in line with the previously announced intent. We will retain the Javelin Barracks site at Niederkrüchten-Elmpt until the early part of 2016, dependent on estate becoming available in UK, while concentration of our personnel in Niederkrüchten-Elmpt will allow us to close and handback the Wildenrath families accommodation estate. We will also retain the storage site at Ayrshire Barracks (South) in Mönchengladbach together with a small number of married quarters in Waldniel. I realise that the rebasing decisions above will result in the closure of facilities that the British Forces have occupied for many years, and inevitably there will be job losses among our Locally Employed Civilian staff. In conjunction with the Federal authorities we will mitigate the effects with Tariff Agreement Social Security (TASS) measures where applicable, and the provision of retraining opportunities through WegeBau. Further rebasing plans to meet the Prime Minister’s stated aim of full rebasing from Germany by 2020 continue to be developed as part of the Defence Basing Programme. I will, as ever, undertake to keep you informed as these plans become firm. Finally, I must again thank you, our Host Nation partners. Over the past 65 years during which the British Army has been based in Germany we have built up close working and cultural relationships, and I would like to formally thank both the Federal and Länder authorities at all levels and the many local communities for making us so welcome and for all their support and assistance. | And so my friends after 65 years the curtain comes down. From Army of Occupation to partners in NATO, even I can finally come to terms with my long held distrust of Germany. Forgive and Forget, not really, I can reluctantly forgive but my generation still find it hard to forget.

| Lovely names the Ministry has for explaining things i.e Drawdown, realignment, transform, rebasing, mitigate, security review. etc etc. What a lot of old dosh coddlywobble. Why don't they come clean and say we are broke. can't afford the rent etc. Makes my blood boil. Now I know how my late dad felt when they announced in simplet words in 1929 thay we were leaving the British Occupation of the Rhineland only to bomb the blighters 11 years later. What forebodes the future I wonder now that Germany is so strong again. All they need now is a radical leader then watch the fireworks. !!! | |
