Recognise This Place Four_g10

This picture shows one of the camps in Bielefeld being constructed. Could anyone hazard a guess to where this photo could have been taken.
Next, who/what is the gentleman on the right? His cap does not bear the eagle, nor swastika. His shoulders also carry pips/stars which was not a German trait.

Could it be Ripon (von Bülow Kasserne) 1934?
The officer on right is a mystery. He's not wearing swords like the others either! Perhaps he's from another country-Italy?
Notice the collars too!
I'm pretty sure it's Ripon though from the cellar & attic apertures!
Very interesting photo. They look a bit glum!

Could the guy on the RHS be some sort of Government official and work for someone like Albert Speer, who I've seen pics of dressed in a similar 'get up/number!

Like 'Organisation TODT'? Possibly, but they had a different uniform to this guy, and used the Nazi Eagle on the cap!

Concerning the photo of Rochdale under construction, the uniform of the man on the right is that of a Belgian Captain from the Allied Demilitarisation Commission. This was instituted by the Völkerbund to control all German military activities. It existed until 1937. I guess this was an inspection to see what the Germans were building in Bielefeld.

Hello,

This picture is Rochdale Bks (formerly Mossbank Bks which was formerly Langermarck Kaserne).

The building on the right is what is now the British Legion, and the building in the distance is 2 CS Coy REME's HQ building.

Nice picture by the way, am I to assume there is something written on it's reverse side?
