Ah you are talking tea and in Teabag territory now. It's tea dust and various other scrapings from the factory floor. Well known fact that the forces always got the crap tea.

Interesting fact for you. Mrs Teabag worked in a tea bag factory (hence my name) and they used to supply HM Prisons with tea. Of course being naughty boys, the inmates weren't exactly given the best of the product until someone complained. They then had to supply a better grade of tea. Poor boys, It's a hard life in the nick!
